A reasoned interpretation of C.G.S. §1-212(g) of the Freedom of Information Act is that it allows for the use of hand-held scanners to copy public records under the conditions set forth in the statute and the common meaning of the term 'hand-held' did not include the plaintiff's flatbed scanner.
