The delivery of records to an inmate, five months after his request and conditioned on his agreeing, in writing, to withdraw his Freedom of Information Act complaint, was not prompt within the meaning of C.G.S. §1-212(a) and violated C.G.S. §1-210(a) and §1-212(a).
