A gathering of the town counsel, first selectman, chief of police and outside counsel to discuss litigation was not an assembly of a quorum of any multimember public agency or a hearing or proceeding of any public agency within the meaning of C.G.S. §1-200(2) and, therefore, was not a "meeting" subject to the notice and access requirements of C.G.S. §1-225.
