The state legislature recently held a hearing on the lack of progress in the implementation of criminal justice system reforms it mandated in 2008. Not surprisingly, given Connecticut's current state budget crisis, one of the main reasons for the delay is lack of adequate funding. As a result, there is now a push to discover areas where expenditures can be cut and funds shifted toward necessary reforms. The legislature should look first to the post-conviction arena, where reforming the habeas corpus laws could significantly reduce expenditures.
