The state legislature recently held a hearing on the lack of progress in the implementation of criminal justice system reforms it mandated in 2008. As a result, there is now a push to discover areas where expenditures can be cut and funds shifted toward necessary reforms. The legislature should look first to the post-conviction arena, where reforming the habeas corpus laws could significantly reduce expenditures.
