Sex Offender Proposal Raises Constitutional Issues

Typically the aim is to keep registered sex offenders away from children, and municipalities ban them from living near or coming near schools. The eastern Connecticut town of Montville, however, is trying to take that one step further by adding senior centers to the places that sex offenders cannot come near.
