Connecticut General Statutes §9-621(c), which requires that groups that print flyers in opposition to a referendum include the phrase "paid for by" in the printed publication, does not apply to an individual who acts alone. Allegedly, an individual who was against a referendum in Woodbridge, Conn. distributed a flyer that did not include the phrase "paid for by." The complainant failed to establish that there was more than one individual involved. Because the statute does not apply to the conduct of an individual who acts alone, the State Elections Enforcement Commission dismissed the complaint.
